A regular rose that came as a gift died but instead of drying, new offspring are coming from the leaves! how do I plant them?

I recently make a rose garden.My garden is some commercial basise.But a problem has created.This problem is insect.Insect are going to damage my garden.Those insect come from where I do not know.Please inform me how can I control them.

I have a little rose plant about a foot tall in a jar outside. I live in CT. The top of the soil it’s in is covered in ice and it’s pretty cold outside. It survived last year but i kept in the garage. Is it going to be ok?

Particularly an American rose plant, if possible, but the scientific name of the rose alone would be okay. Thanks!
