When is the best time to plant a Rose of Sharon bush/tree in zone 5?

My mother has a bleeding heart plant & a rose bush that I would love to have a starter plant from but we have no clue how & when to seperate them?

I have a rose bush to plant, I have the spot picked out and guess what-fire ants, what do I do? will they destroy the newly planted rose bush? do I kill them first? I really need to plant asap and that is the spot…what about diacious earth sp???

I have growths coming off of my cut roses that are in a vase. All the growths are between 1-2 inches and coming off the 5th-7th leaf segment under the blossom.
